Sexual and Gender-Based Violence Mobile Justice Team
Global Rights Compliance’s Sexual and Gender-Based Violence Mobile Justice Team (SGBV MJT) is working towards strengthening the investigation and prosecution of conflict-related sexual violence (‘CRSV’) in Ukraine, with a particular emphasis on ensuring a gender sensitive, trauma-informed, and victim-centric approach at all stages of the criminal justice process. Based in-country, the SGBV MJT is pursuing its objectives by providing technical and strategic expertise to the Office of the Prosecutor General, specifically the dedicated division for CRSV, regional prosecution offices (RPOs) and investigative entities in Ukraine, the National Police of Ukraine and the Security Service of Ukraine. These activities fall under “Support to the Investigation and Prosecution of Atrocity Crimes in Ukraine (EU Phase II)”, a project funded by the European Union.
Our Services and Activities
- Developing and disseminating national best practice and procedures including strategies, implementation plans, and Standard Operating Procedures (SOPs) to facilitate the standardization of investigative and prosecutorial practices in alignment with the best international standards in addition to providing critical guidance for all CRSV investigations and prosecutions.
- Providing advice on legislation concerning draft laws pertaining to conflict-related sexual violence and related gender-based atrocity crimes.
- Improving investigations and prosecution capabilities by conducting comprehensive reviews of numerous CRSV cases at both central and regional levels and by delivering capacity-building including through the provision of training on interviewing victims and witnesses across various regions affected by the conflict.
- Organising and attending advocacy events to further help promote the values of justice and accountability while facilitating a two-way exchange of information and expertise between relevant actors and Ukrainian victims and survivors and their families. Additionally, events which engage vulnerable or marginalised victim’s communities, including gender and sexual minorities, creating a platform for advocacy, information sharing, and helping to better inform the SGBV MJT’s advice to UKR authorities.
- Publishing op-eds, expert contributions to legal and justice journals, and participating in interviews, podcasts and other communications with the aim of reaching out to the international community to ensure continued visibility of conflict-related sexual and gender-based crimes.
- Participating in exchange programs aimed at the sharing of experiences between prosecutors and investigators in Ukraine and their counterparts in other national or international jurisdictions.
Partners
The project is funded by the European Union. In the delivery of the SGBV MJT’s services/activities, the SGBV MJT works in collaboration with the CRSV Division of the OPG, regional prosecution offices and investigative entities in Ukraine, the National Police of Ukraine and the Security Service of Ukraine, Ukrainian civil society organisations, and the Atrocity Crimes Advisory Group for Ukraine (ACA). ACA is a joint initiative of the European Union, the United States and the United Kingdom – in partnership with the Government of Ukraine – that was established as an advisory body to provide non-binding advice to the OPG and/or RPOs on matters related to the investigation and prosecution of international crimes.
