Performance Period :  The Single Audit is set to commence no later than 15 September 2026, and bidders must structure their submissions and proposed work plans in accordance with this timeline to ensure timely appointment and readiness.

Enclosed is a Request for Proposal (RFP) for a single audit under 2 CFR 200.500-514, Global Rights Compliance Foundation invites qualified firms and organizations to submit their proposals for a SINGLE FINANCIAL AUDIT of the Global Rights Compliance Foundation U.S. Awards for the financial year 2026 as required under 2 CFR 200.500-514 (subpart F), (the regulation is accessible at the following link: https://www.ecfr.gov/current/title-2/subtitle-A/chapter-II/part-200/subpart-F). The issuance of a subcontract is subject to availability of funds, successful negotiation of the subcontract budget and terms, and receiving client consent if required. The Contract resulting from this award will be a single firm fixed price purchase order.  The audit of financial year 2026 should commence no later than 15 September 2026.

The audit will be a virtual audit as Global Rights Compliance Foundation does not currently maintain physical offices in the Netherlands.  It does, however, have an accounting firm located in the Hague that prepares its financial statements.  Its business model is based on remote work sites around the globe in implementing U.S. federally funded foreign assistance programmes for a portfolio of countries’ government assistance programs, mainly grants and contracts. It has no private donations.  The Foundation works through consultants; it has no employees, and it is a Foundation thus no profit. In 2026, GRC has 8 active grants under the US Department of State with a contractual value of $12.8 million and an estimated total spending of $4 million. Seven of the active grants will close in 2026.  Currently, GRC has submitted an additional proposal to DOS which, if awarded, would begin October 1, 2026.

The audit will be in accordance with the attached 2 CFR 200.500-514 guidelines.

Proposal Submission

To be considered, Offerors must submit a complete proposal, as per the attachments below, by the closing date and time indicated in this solicitation. Proposals must be prepared in English (unless otherwise required), clearly written, easy to review, and strictly follow the instructions provided, containing only the requested information.

All requests for clarification must be submitted in writing and addressed via e‑mail to the designated Procurement Contact: procurement@grcompliance.org , with a copy (cc) to zinebreffass@globalrightscompliance.co.uk no later than 7 working days from the issue date of this RFP. The solicitation number should be stated in the subject line.

Proposals (Technical Proposal and Financial Proposal) must be submitted in two separate parts. All submissions must be sent electronically, with the e‑mail subject line clearly stating “GRC/RFP/P26-048 for Financial Audit of U.S. Federal Awards spending for Financial Year 2026. Proposals should be addressed to the designated Procurement Contact at : procurement@grcompliance.org , with a copy (cc) to zinebreffass@globalrightscompliance.co.uk

Offerors are reminded to treat all information contained in this solicitation with strict professional confidentiality. The successful firm will be required to sign a Non‑Disclosure Agreement (NDA) or Confidentiality Agreement prior to commencing the assignment.
