Pursuing Human Rights Compliance in the Reconstruction of Syria
In 2018, Global Rights Compliance (GRC) began working alongside business, civil society, and international actors to ensure that any future reconstruction efforts in Syria are grounded in human rights and in compliance with international humanitarian law (IHL).
Rebuilding Syria after years of conflict and widespread IHL violations presents immense challenges. Integrating a human rights-based approach, including application of the UN Guiding Principles on Business and Human Rights and IHL standards, is critical, not only to manage legal and reputational risks, but also to guide reconstruction efforts towards genuine peacebuilding and accountability.
Our Services and Activities
- GRC supported the SLDP Business and Human Rights Unit, ensuring that human rights remained central to policy discussions on Syria’s post-conflict reconstruction.
- GRC supported a joint statement by international jurists, including GRC’s Managing Partner, reminded donors and multilateral institutions that reconstruction funding must be conditional on compliance with UNSCR 2254 and international legal obligations.
- GRC worked with Syrian NGOs, businesses, and international stakeholders to promote compliance with IHRL and IHL.
- Wayne Jordash KC joined a high-level expert panel at Chatham House to address risks and obligations tied to reconstruction investments.
