Recently, Global Rights Compliance conducted a specialised training in Dnipro on building and investigating criminal cases related to shelling incidents and establishing responsibility, including command responsibility.
The training brought together representatives of the Dnipropetrovsk Regional Prosecutor’s Office, the National Police of Ukraine in the Dnipropetrovsk region, and the Security Service of Ukraine.
The sessions focused on practical mechanisms for investigating shelling incidents involving different types of weapons, including developing investigation plans, gathering evidence, establishing linkage, and determining modes of liability.

GRC is grateful to the Dnipropetrovsk Regional Prosecutor’s Office for its cooperation and trust, and will continue to provide all necessary support to help collect evidence and build strong cases, aiming to bring those responsible to justice.
Lidiia Volkova, Eastern Region Mobile Justice Deputy Team Lead, stated:
“Although the War Crimes Department of the Dnipro Regional Prosecutor’s Office was established relatively recently, we are already seeing strong investigative skills, solid case-building capacity, and a clear commitment among prosecutors and investigators to keep learning and improving. At this stage, it is critically important for the international community to provide maximum support in order to help systematise this work and identify priority areas. We will continue to support these efforts so that war crimes, including those related to shelling, are effectively investigated and those responsible – including military commanders – are held accountable.”
GRC’s Mobile Justice Teams operate as part of the Atrocity Crimes Advisory Group for Ukraine (ACA), a multilateral initiative established by the United Kingdom, the European Union, and the United States to support and assist Ukrainian law enforcement and prosecutors in investigating and prosecuting international crimes committed during the full-scale war.
