Stichting Global Rights Compliance Foundation (“GRC”) publishes this Clarification Notice in connection with the Request for Proposals issued under procurement reference GRC/RFP/P26-048 for the appointment of a qualified and experienced audit firm to conduct the Single Audit of U.S. Federal Awards spending for Financial Year 2026, in accordance with the requirements under 2 CFR 200.500-514 (subpart F), (the regulation is accessible at the following link: https://www.ecfr.gov/current/title-2/subtitle-A/chapter-II/part-200/subpart-F
In accordance with the principles of equal treatment, transparency, and fair competition governing this procurement process, GRC hereby publishes the clarification questions received from prospective offerors and GRC’s responses thereto. These clarifications are published in their entirety and are made available to all prospective offerors on an equal and simultaneous basis. No clarification has been provided to any prospective offeror on a selective or confidential basis. No statement, representation or explanation made orally or through informal correspondence shall amend the RFP or be relied upon by any prospective offeror unless expressly incorporated into this Clarification Notice.
The clarifications set out below form an integral part of the procurement documentation for reference GRC/RFP/P26-048 and must be read in conjunction with the original RFP. Where any clarification contained in this Notice modifies, supplements or clarifies any provision of the original RFP, this Clarification Notice shall prevail and shall be deemed incorporated into the RFP as if set out therein in full. Prospective offerors are required to take these clarifications into account in the preparation of their proposals.
The submission deadline remains 30 August 2026, 18:00 CET, to allow prospective offerors adequate time to incorporate these clarifications into their proposals. Except as expressly amended by this Clarification Notice, all provisions of the Request for Proposals remain unchanged and continue in full force and effect.
