AMENDMENT NOTICE – REQUEST FOR PROPOSALS
Financial Audit of FCDO Phase V 2026/2027

Stichting Global Rights Compliance Foundation (“GRC”) hereby publishes this Amendment Notice in connection with the Request for Proposals issued under procurement reference GRC/RFP/P26-049 for the Financial Audit of FCDO Phase V 2026/2027.
- Amendment to Attachment IV
GRC hereby notifies all prospective offerors that Attachment IV of the RFP, previously titled “Terms of Reference for External Financial Audit of a Project, ISF Ukraine,” has been revised and reissued under: Independent Project Financial Assurance Terms of Reference.
The updated Attachment IV supersedes and replaces the previous version in its entirety with effect from the date of this Amendment Notice (31 August 2026). All prospective offerors are required to base their proposals on the updated Attachment IV.
Proposals prepared on the basis of the previous version of Attachment IV should be revised accordingly.
- Extension of Submission Deadline
In light of the above amendment and to afford all prospective offerors adequate time to review the updated Terms of Reference and prepare or revise their proposals accordingly, the submission deadline for procurement reference GRC/RFP/P26-049 has been extended as follows:
- Previous deadline: 31 August 2026
- Revised deadline: 7 September 2026, 18:00 CET.
All proposals must be submitted in accordance with the submission instructions set out in the RFP no later than 7 September 2026 at 18:00 CET. Submissions received after this deadline will not be considered.
- Invitation to Revise Proposals
Offerors who have already submitted proposals under procurement reference GRC/RFP/P26-049 prior to the date of this Amendment Notice (31 August 2026) are invited to review the updated Attachment IV and submit a revised proposal by the extended deadline of 7 September 2026 where they consider revision to be necessary or appropriate in light of the amendments. Revised proposals will supersede previously submitted proposals in their entirety. Offerors who have already submitted and elect not to submit a revised proposal by the extended deadline will have their original submission evaluated as submitted, subject to its compliance with the updated RFP documentation including the revised Attachment IV.
- Invitation to New Offerors
Prospective offerors who have not yet submitted a proposal under procurement reference GRC/RFP/P26-049 are invited to access the updated RFP documentation, including the revised Attachment IV, and to submit a proposal by the extended deadline of 7 September 2026.

The updated RFP documentation, incorporating the revised Attachment IV, is available at the following link:
The Clarification Notice previously published (here) remains applicable except to the extent modified by this Amendment Notice. In the event of any inconsistency between this Amendment Notice and the Clarification Notice, this Amendment Notice shall prevail.
- Equal Treatment
This Amendment Notice is published simultaneously and on an equal basis to all prospective offerors. No communication regarding this amendment has been provided to any offeror on a selective or confidential basis. All prospective offerors are bound by the content of this Amendment Notice in the preparation and submission of their proposals.
