Global Rights Compliance has published a new practical guide to support Ukrainian investigators and prosecutors working on collaboration cases under Article 111-1 of the Criminal Code (CC) of Ukraine.
The guide examines Ukraine’s legislation on collaboration under Article 111-1 of the CC, alongside a detailed review of thousands of court verdicts issued since 2022. This legal analysis is grounded in international humanitarian law (IHL) and international human rights law (IHRL), with a focus on ensuring accountability measures remain lawful, proportionate, and credible.
A central theme of the guide is the critical distinction between conduct that voluntarily supports the Occupying Power and conduct carried out under coercion, necessity, or survival. Maintaining this distinction is essential not only for protecting individual rights but also for safeguarding the integrity and legitimacy of Ukraine’s justice system.
