Phil is a former UK diplomat who served as a counterterrorism advisor to the Foreign, Commonwealth and Development Office. Phil spearheaded the UK’s Counter Terrorism, Security and Justice Programmes in both Afghanistan and Somaliland, including fostering and developing the UK Justice and Human Rights Partnerships. Phil brings ‘real life’ experience of the challenges of developing and implementing counterterrorism policies, procedures and legislation – ‘on the ground’ – in fragile and conflict-affected environments. He has extensive knowledge of the security, defence, and intelligence spheres in which the UK and international partners operate, along with current counter-terrorism and counter-radicalisation policies. In addition to his diplomatic career, Phil has over 25 years of experience in both the UK Civil Service and senior roles in the private sector.
