The Transitional Justice Working Group (TJWG) has published the second Issue Brief in the series on North Korea’s transnational repression, prepared with input from Global Rights Compliance.
Based on findings from TJWG’s interviews and open-source investigation, this edition sets out allegations that North Korean operatives have surveilled, detained and forcibly returned North Koreans in China, and details reports of a secret detention facility within the embassy compound in Beijing. The brief sheds light on the abductions and killings of defectors, activists and missionaries in China since the 1990s, and considers the role and responsibility of Chinese authorities in facilitating these efforts.
The publication is the second in the series from TJWG and GRC on North Korean transnational repression. Issue Brief No. 1 (2025) analyzed North Korea’s transnational repression tactics and key incidents globally, and will be followed by a Russian-focused edition and a comprehensive investigative report to be released in 2027.
