Advancing International Accountability for ISIS Atrocities through Evidence Analysis in Iraq
Since 2021, GRC has worked on the ground, together with the Commission for Investigating and Gathering Evidence (CIGE) in Duhok, Kurdistan Region of Iraq, to assist it to organise, analyse and mobilise its evidential holdings in pursuit of accountability for ISIS crimes. CIGE, a Kurdish Regional Government-affiliated judicial institution, has professionally investigated ISIS violations against religious and ethnic minorities in Sinjar and Nineveh Plains since 2014.
Our Services and Activities
Through the project, GRC has been providing investigative, analytical and legal support and mentorship to mold CIGE’s raw evidential material into analytical reports and perpetrator profiles, ready for onward transmission to interested States. Key to the success of the project has been the strengthening of CIGE’s own capacity to carry this work forward independently, beyond the lifespan of our project.
To amplify CIGE’s impact, GRC has also facilitated engagement with interested law enforcement agencies internationally, fostering cooperation and building secure information-sharing pathways. As a result of our support, CIGE has been playing a direct role in advancing criminal justice efforts by sharing its evidence, analysis, and victim testimonies with law enforcement partners.
The international mandate of the UN Investigative Team to Promote Accountability for Crimes Committed by Da’esh (UNITAD) to collect, store and preserve evidence of ISIS crimes in Iraq concluded in September 2024. This has left CIGE as the sole body in Iraq that is officially mandated to collect, preserve and disseminate evidence concerning the perpetrators of ISIS crimes in Sinjar and the Nineveh Plains.
In the following years, GRC will continue its collaboration with CIGE, ensuring investigative planning and clearly defined objectives from the commencement of the investigative process.

GRC is proud to partner on this project with the Case Matrix Network, which has designed a bespoke, advanced evidence management system to organize and electronically process CIGE’s evidential holdings.
