GRC participated in the United for Justice Conference

On 7 May, GRC participated in the United for Justice Conference, which brought together representatives of the Office of the Prosecutor General, the National Police of Ukraine, the State Security Service of Ukraine, state officials from the United Kingdom, Poland, Croatia, Eurojust, Council of Europe, and representatives of national and international CSOs. This is one of the key high-level platforms for the international community dedicated to accountability for crimes against civilians committed in the context of Russia’s full-scale war.

Wayne Jordash KC, President of Global Rights Compliance, moderated a panel on Crimes in Temporarily Occupied Territories, which was dedicated to the atrocities that occur on a daily basis in the temporarily occupied territories.

To address war crimes and other international crimes committed in the occupied territories, key representatives of the State authorities, foreign officials, and CSOs were invited:

  • Andrii Leshchenko, Deputy Prosecutor General of Ukraine
  • Danielle Bell, Head of Mission, United Nations Human Rights Monitoring Mission in Ukraine
  • Oleksandra Matviichuk, Chairwoman, Center for Civil Liberties
  • Anton Korynevych, Director of the Department of International Law, Ministry of Foreign Affairs of Ukraine
  • Ivan Crnčec, State Secretary, Ministry of Justice, Public Administration and Digital Transformation, Croatia

As was mentioned by Wayne Jordash, “the Russian occupation of Ukrainian territories is not only about the loss of territorial integrity, but about the impossibility of ensuring safety for those Ukrainians who remain. Given the widespread and systematic nature of the violations, many abuses are readily characterised, not only as war crimes but also crimes against humanity. The occupation is aimed at Russification and the extermination of Ukrainian identity”.

The panellists addressed the issue of crimes committed in temporarily occupied territories, with particular focus on the operation of the filtration system, arbitrary detention and ill-treatment of civilians, and forced mobilisation of the local population. The discussion focused on broader, systematic policies aimed at reshaping the demographic landscape of occupied areas, including forced passportisation, Russification, deportation and the deliberate displacement and mistreatement of civilians.

Other ACA organisations also participated in the conference and called on the international community to continue its support for accountability programmes and mechanisms to ensure justice for victims, accountability for perpetrators, and conditions for a sustainable peace in the future.
